Based in Auckland and Christchurch and working across NZ, our team combines deep technical expertise with real-world construction experience. We are known for clear communication, sound judgement, and an ability to bring calm and structure to complex projects.
Key Personnel
Our team is headed by Paul Belcher, founder of CM-NZ, partner and director Steve Scott, and Mario Mulder in our Auckland office.
Paul Belcher
MANAGING DIRECTOR / QUANTITY SURVEYOR
Dip (ConstMgt), MNZIQS, Reg QS, LBP 106144
Paul brings over 30 years of extensive experience in the construction industry. His qualifications include:
- New Zealand Diploma in Construction Management (Strands in Quantity Surveying)
- Trade Certificate in Carpentry
- National Certificate in Carpentry
- Licensed Building Practitioner (LBP) – Carpentry, Site 1, Site 2
- Registered Quantity Surveyor (MNZIQS)
Paul is also an experienced Engineer to the Contract (ETC) / Independent Certifier (IC) and a member of The Society of Construction Contract Practitioners (SCCP). His solid background in building, paired with broad sector experience, has enabled him to develop a trusted network of industry professionals. He is frequently engaged to provide early-stage advice during the predesign phase.
He has an in-depth understanding of construction contracts, including NZS 3910, and strong knowledge of contract law. Paul’s work in litigation has further honed his ability to produce well-reasoned reports and briefs of evidence. These skills enhance his role as an ETC / IC, where he is known for delivering fair, clearly articulated, and contractually sound determinations, backed by solid supporting evidence.
Paul is well-versed in the Construction Contracts Act (CCA) and the Retentions regime, making him a valuable asset in both project and dispute resolution contexts.
Steve Scott
DIRECTOR / SENIOR QUANTITY SURVEYOR / PROJECT MANAGER

Steve brings over 20 years of Project Management and Quantity Surveying experience across both New Zealand and the UK. His qualifications include:
- Bachelor of Science (Hons) Degree in Quantity Surveying
- Higher National Certificate in Building Studies
- National Certificate in Construction
- Registered Quantity Surveyor (MNZIQS)
Steve has developed strong expertise in estimation, cost planning, cost management, dispute resolution, pre-contract procurement, contract administration, and project management across a diverse range of sectors. He has extensive experience with various forms of building contracts, including NZS, JCT, and NEC, and has successfully delivered projects under each.
His wide-ranging project portfolio and comprehensive understanding of construction methodologies provide a solid foundation for identifying and managing the complex challenges inherent in construction projects. Steve’s combination of practical experience and academic qualifications enables him to consistently add value to client outcomes and ensure project success.
Patrick Grace
PROJECT MANAGER

Patrick brings over 30 years of experience in the construction industry. His qualifications include:
- New Zealand Diploma in Construction Management (Strands in Project Management)

- National Certificate in Carpentry
- Licensed Building Practitioner (LBP) – Carpentry
Patrick is an astute project manager. With over 30 years of experience in the industry, he is very skilled with demonstrable commitment to the highest quality of service delivery. His extensive experience includes having previously owned and operated his own construction company for 15+ years.
Patrick’s in-depth knowledge of construction programming, pre-contract procurement, contract administrations, and project management across all sectors enables him to bring invaluable understanding to the projects he is involved in.
Richard Clark
SENIOR PROJECT MANAGER

Richard is an experienced Senior Project Manager with a portfolio that spans multiple sectors of the New Zealand building industry. His qualifications and affiliations include:
- New Zealand Diploma in Construction Management
- National Certificate in Carpentry
- Member of the New Zealand Institute of Building
- Chartered Building Professional
Richard has led the successful delivery of several complex construction projects throughout Canterbury that include major commercial developments and landmark civic projects. Richard has also led the delivery of complex category 1 & 2 heritage restoration projects; including some of national significance.
Richard also brings a robust understanding of construction contracts, including NZS 3910, grounded in real-world experience from both the main contractor and consultant perspectives. This dual insight allows him to navigate contractual obligations and project complexities with confidence and clarity, ensuring well-informed decision-making throughout the project lifecycle.
As a Chartered Building Professional and proud Member of the New Zealand Institute of Building, Richard is deeply passionate about the industry. His commitment extends beyond project delivery to contributing as an industry advisor at both tertiary and university levels, helping shape the next generation of construction professionals.
Mario Mulder
SENIOR QUANTITY SURVEYOR / PROJECT MANAGER

Mario has over 20 years of experience in the construction industry across both New Zealand and South Africa. His qualifications include:
- Bachelor Degree in Construction Management
- Member of NZIQS
Mario has developed broad technical knowledge and hands-on expertise across a range of project types. His experience includes owning and managing a construction company, providing him with a strong foundation in both site-level operations and commercial oversight.
Based in Auckland, Mario has a proven track record of delivering residential and light commercial projects for private clients and government agencies. Mario’s leadership style is collaborative—he works closely with clients, consultants, and contractors to ensure that each project is delivered efficiently, transparently, and to a high standard. Known for his strong communication skills and commitment to team success, Mario consistently fosters a positive project environment while maintaining a strong focus on outcomes.
Mario is also proficient in RIB’s iTWO costX®, with advanced capability in producing accurate 2D and 3D BIM-based take-offs and schedules of quantities. He is experienced in estimation, cost planning, cost management, dispute resolution, pre-contract procurement, project management and contract administration throughout the construction lifecycle.
Tim Lian
QUANTITY SURVEYOR
Dip (ConstMgt), NZIQS (Affiliate)
Tim Lian is an experienced Quantity Surveyor with a strong track record across residential, commercial, and civil construction sectors. He holds a New Zealand Diploma in Construction Management, majoring in both Construction Management and Quantity Surveying, alongside a Bachelor of Commerce and a National Certificate in Occupational Health and Safety. Tim is also an affiliate member of the New Zealand Institute of Quantity Surveyors (NZIQS).
He has demonstrated expertise in RIB’s iTWO costX® software for advanced 2D/3D BIM takeoffs and quantity schedules. His key capabilities include cost estimation, budgeting, tendering, contract negotiation, and project cost control. Tim is known for providing consistent financial oversight and ensuring practical results throughout all phases of Quantity Surveying projects.
Louisa Belcher
CULTURE COORDINATOR
Louisa Belcher is currently employed part-time by the company to enhance the development of the company’s Māori and Pasifika culture. As a qualified teacher with additional studies in Digital & Collaborative Learning, Louisa brings a unique skill set that contributes to the company’s efforts in fostering cultural growth and incorporating digital learning methodologies.
Zack Kim
QUANTITY SURVEYOR
Zack joined CM-NZ in 2023 and has since become a valued member of the team, steadily growing his expertise in the New Zealand construction industry. He currently holds the following qualifications:
- New Zealand Diploma in Construction (Quantity Surveying)
- Bachelor of Construction (Quantity Surveying) – due for completion Nov 2025
- Affiliate of NZIQS (pending)
- New Zealand Bachelor of Product Design (Industrial Design)
Zack has worked across a broad range of residential, commercial, and educational projects throughout New Zealand. His experience includes estimation, cost planning, financial reporting, tendering and procurement, contract administration, and project management.
Zack brings a strong technical skillset to the team, with advanced capability in RIB CostX for quantity take-offs and Microsoft Power BI for dynamic financial reporting, ensuring accurate and transparent cost control across all project phases.
Zack is committed to contributing to the success of each project he works on and strives to provide clear, reliable cost advice to clients throughout all stages of delivery.
Luca Molnar
ASSISTANT QUANTITY SURVEYOR
Dip (Quantity Surveying)
Luca is based in Christchurch and works as an Assistant Quantity Surveyor with the CM-NZ team. He has recently completing his New Zealand Diploma in Construction (Quantity Surveying) and is a student member of the New Zealand Institute of Quantity Surveyors (NZIQS).
- New Zealand Diploma in Construction (Quantity Surveying)
- Has previous construction site experience, gaining valuable insight into construction materials and methodology.
- Currently gaining experience and developing his knowledge and skills in quantity surveying.
Luca is assisting with senior quantity surveyors and project managers on a range of commercial and residential projects.
Nevin Sijo
ASSISTANT QUANTITY SURVEYOR
Nevin joined CM-NZ as an Assistant Quantity Surveyor after completing his Bachelor of Construction specialising in Quantity Surveying with Distinction through Otago Polytechnic. Based in Auckland, he is currently developing his experience across commercial construction and project delivery environments while working closely alongside senior quantity surveyors and project managers.
Nevin is gaining experience across commercial construction projects, with involvement in stakeholder coordination, document management, cost estimating support, and project administration.
Known for his reliability, strong work ethic, and willingness to learn, Nevin is committed to developing his skills across all areas of quantity surveying and project delivery. He brings a proactive attitude to every project and is focused on building a long-term career within the New Zealand construction industry.
Sam Belcher
ADMIN & ACCOUNTS
Based in Christchurch, Sam oversees all administrative and accounting functions, while providing support to the team as needed.
He ensures that all documentation is in accordance with the ISO accreditation:

Susan Irvine
BOOKKEEPER & PROJECT SUPPORT
With over 25 years of experience, Susan is a highly detail-oriented professional specialising in bookkeeping and administrative support. She brings extensive expertise in financial operations and is proficient in Xero and project management systems.
At CM-NZ Ltd, Susan plays a key role in managing daily financial processes. Her responsibilities include preparing quarterly board financial reports, performing financial reconciliations, handling general invoicing, and overseeing credit control. Susan’s accuracy, reliability, and in-depth knowledge make her an invaluable part of the team.
