Bringing Clarity to a Complex Development Site in Edgeware

When a contaminated site threatened this development, CM-NZ helped turn uncertainty into a clear path forward.

Some of the biggest project risks are the ones you never see coming. For this 6-unit residential development on Madras Street in Christchurch’s Edgeware area, an unexpected discovery by Environment Canterbury threatened to significantly delay the project and add substantial costs.

Shortly after the project commenced, soil testing identified contamination across the site, primarily from elevated lead and arsenic levels. The discovery triggered a complex approval and remediation process involving multiple approvals, specialist consultants, and compliance requirements.

What began as a straightforward residential development suddenly became a project that demanded careful planning, specialist coordination, and strategic decision-making.

That’s where CM-NZ stepped in.

Navigating a Complex Challenge

CM-NZ was originally engaged by the developer, Kahui Group, to manage the procurement and contract administration for this project. However, when the soil contamination issue emerged, our role quickly expanded.

The site required extensive investigation, environmental reporting, revised consent processes, and a clear strategy for safely removing contaminated material. Getting it wrong could have resulted in significant delays, escalating costs, potential compliance issues, and the risk of the project becoming financially unviable.

Working closely with Momentum Environmental, Elrick & Co, DPF Construction, Environment Canterbury, and the Christchurch City Council, CM-NZ coordinated the entire process from approval through to implementation.

Most importantly, we provided the client with a clear path forward through what had become a highly technical and complex situation.

Finding Practical Solutions

One of the biggest challenges involved the removal and disposal of the contaminated soil.

Initial assessments suggested the material would need to be transported to a specialised disposal facility in Timaru, creating significant additional costs for the project.

Working alongside environmental specialists, CM-NZ helped identify an alternative approach. Through a carefully managed soil mixing process, contamination levels were reduced to acceptable thresholds, allowing the material to be disposed of at a more suitable facility in Burwood.

The result was a significant saving to project budget.

At the same time, CM-NZ recommended separating the contamination remediation works from the main construction contract. This approach provided greater control over compliance requirements, improved oversight of the remediation process, and avoided unnecessary contractor margins on specialist works.

Protecting Programme and Budget

The contamination approval process added six to eight months to the project timeline. Despite these unavoidable delays, CM-NZ worked closely with all parties to minimise further impacts and keep the development moving forward.

Through proactive planning, coordination, competitive procurement, and ongoing contract administration, the project remained viable, and construction was able to proceed.

Today, the development is well underway, with foundations completed, driveways installed, framing erected, and roof construction progressing.
