Pre-Contract Procurement

Engineer to the Contract

CM-NZ (merged with SCQS) delivered Quantity Surveying and Engineer to the Contract services for the redevelopment of the Briscoes Store on Riccarton Road, Christchurch. The project transformed an underused section of the Bush Inn Shopping Centre carpark into a purpose-built, tilt-panel retail facility for one of New Zealand’s most trusted brands.

The development gave the site new life and strengthened the retail mix within the commercial precinct. For CM-NZ, it was an opportunity to help shape a project that would serve the local community and stand as a lasting example of quality delivery.

The Challenge

The project presented significant logistical and operational challenges. Construction took place within a live retail environment, surrounded by operating businesses and limited parking.

Maintaining access for customers and tenants, managing temporary road layouts, and coordinating services with neighbouring properties, including the adjoining BP service station, required careful planning.

In addition, the client’s expectations evolved during delivery, creating the need for clear communication and firm contract administration.

The Solution

CM-NZ joined the project at the procurement stage, overseeing the tender and negotiation process to establish a fair and transparent contract structure. Once appointed, the team acted as Engineer to the Contract, administering the construction phase and maintaining financial and contractual control.

Regular communication between the contractor, design team, and client was prioritised to manage risks early and maintain alignment with scope, cost, and the agreed schedule.

Implementation

CM-NZ worked alongside Armitage Williams Construction (main contractor), Ruamoko Solutions (structural engineers), and IKON Architects to deliver a modern, functional retail facility.

Effective staging of carpark works, and temporary access routes kept the wider centre operational throughout construction. Design coordination and proactive issue management helped the team meet project milestones while facilitating Briscoes’ fit-out activities toward completion.

Results

The project was completed ahead of schedule, within budget, and to a high standard of quality. The new Briscoes store elevated the profile of the Bush Inn Centre and delivered a durable, low-maintenance facility ready for long-term use. Post-completion feedback noted minimal defects and strong satisfaction with both process and outcome.

This project reinforced CM-NZ’s capability in managing complex commercial builds within operational environments. Through clarity, collaboration, and firm oversight, the team delivered certainty across cost, time, and quality.
