Strengthening a Distribution Centre Following Earthquake Damage

Following damage from the Canterbury Earthquakes, the owner of a Middleton distribution centre needed to strengthen its warehouse structure.

CM-NZ was engaged to manage the design, procurement, financial administration and construction phases. Our role included pre-contract quantity surveying and Engineer to Contract services.

The Challenge

The strengthening work needed to address damage across a complex concrete structure. The design also had to meet the owner’s requirements without exceeding the available project budget.

Construction added another layer of complexity. The distribution centre operated as a high-security, Ministry for Primary Industries-approved transitional facility.

The contractor and project team needed to follow strict security and access requirements. Work also had to proceed without affecting the facility’s ongoing operations or regulatory obligations.

Developing the Strengthening Solution

We led the procurement of specialist consultants with the technical knowledge required for the project. We then managed the design process, coordinating the consultant team and assessing the cost implications of proposed solutions.

Regular cost planning kept the design aligned with the client’s budget. This gave the owner a clear view of likely costs and supported informed decisions before construction began.

Procuring the Right Contractor

We developed a clear procurement brief that covered the technical scope, operational constraints and security requirements. We then managed the tender process and appointed a main contractor with the experience to deliver within those conditions.

Managing Construction and Change

As Engineer to Contract, we administered the construction contract and assessed variations as they arose. We also maintained clear financial reporting, so the client understood each change and its effect on the wider budget.

The Outcome

The strengthening work addressed the earthquake damage while allowing the distribution centre to remain operational. The project also met the facility’s strict security and Ministry for Primary Industries requirements.

Through careful design management, specialist procurement and independent cost oversight, we delivered the project in line with the client’s expectations.
