The Challenge

Rapid population growth across Auckland created urgent pressure on school capacity. The Ministry of Education’s Short-Term Roll Growth Programme aimed to deliver new teaching spaces before Term 1 2025. This meant that from planning to completion, the project had to be delivered in less than six months.

The programme covered ten schools, each with unique constraints. Meeting strict timelines, standards, and budgets demanded precise coordination across all delivery partners.

Our Expertise

Crown Infrastructure Delivery (CID) appointed CM-New Zealand to provide project management and cost management across all ten sites. Our dual role ensured consistent control from procurement to reporting, supported by Power BI dashboards for transparent, real-time oversight.

Working alongside CID’s senior management and construction partner Southbase Construction, we maintained disciplined cost control, open communication, and practical decision-making throughout the programme.

The Solution

Modular, repeatable design model and off-site manufacturing approach allowed classrooms to be built quickly and installed with minimal disruption. CM-NZ coordinated overlapping delivery phases, resolved site issues rapidly, and kept stakeholders aligned. This ensuring momentum across all schools.

The programme now provides modern, relocatable learning environments for more than 1,300 students. This equates to the capacity of an entire new school, delivered in half a year.
